I wonder if they are just like literally landing the drone on top of the water tower with the node on the drone and just replacing the drone when the battery starts to die on it.

Considering effective the world has seen drones can be for attacks in the last few years, and the fact some water services in the US have been attacked more recently, I would be really careful doing anything like this honestly.

Yeah, I just don't see how they would deploy it in hours otherwise unless the nodes are already on the water towers in fixed place or they just land a drone on top of the water tower if it's necessary.

If this is for emergency preparation you may as well leave them up permanently. Even if you don't want them turned on all the time you could set it up to automatically start on battery power when the mains power drops during storms.

I think so. They should just be on all the time to provide use for the community because the only way to know how to use them properly in times of emergency is to use them in times of non-emergency for normal use.

The best way to learn how to use a tool is through constant exposure to using it.
