Keep in mind I could find no HARD evidence for this. But there are a couple that make it look very likely.

A six-member jury acquitted Hersh of the charge of having libelled Desai by calling him a Central Intelligence Agency (CIA) spy in his 1983 book, The Price of Power: Kissinger in the Nixon White House.

"We always thought we had a good case," said a jubilant Michael Nussbaum, Hersh's attorney, "Hersh had six sources who were high officials in the US Government and each had identified Desai as a CIA agent." Hersh alleged that Desai had passed on sensitive information about Indian foreign policy and domestic politics to the cia for $20,000 (Rs 3.4 lakh) a year during the Johnson and Nixon administrations.

Then there is this link to the PDF of a CIA declassified document (Warning: cia.gov link). Screenshot. This is a report saying that a sanitised version of an article approved by the CIA was published in Washington Weekly.
