You're all underestimating the Russians. These may look like explosive tiles, but they're just as likely to be empty or filled with sand. That way the explosives can be sold for profit and the dumb schmucks think they're driving into battle in an armoured car not an unprotected tin can.
Rubber, there was a video towards the beginning of the invasion of people taking them apart to find blocks of rubber or wood inside.
Sand is probably a better defence if the armor is too weak to handle the ERA going off.
