For context, Musk's goons basically broke into the OPM and installed their own on-site email server by force.
Who tf uses on prem email servers these days? The big players have made them EoL for years. Microsoft 365 has special government editions for a reason.
Most places don't use them because anyone on site with a minimum amount of access can fuck with them.

The same kind of people who are currently plugging unknown hard drives into air gapped governmental agency computers across multiple offices, and according to leaked documents, changing the Government Services Administration to be structured like X (Twitter) against the administrative department's will.
