Files a lawsuit based on what? The only thing he could possibly sue for would be if Ontario doesn't pay whatever penalty clauses are in that contract.

The guy sued companies because they didn't advertise on his website. I wouldn't put trying to sue because of this past him.

You can always sue, but in most normal countries it just gets tossed out.

Canada isn't the US. If Musk wants to sue Ontario, he has to do so in Ontario courts, which are obviosly not stocked with Trump supporters. Unless Ontario specifically breaks the terms of the contract, any case gets tossed.

Based on the principles of SLAPP

Its a threat intended to intimidate the other party into backing down.

SLAPP lawsuits aren't particularly effective against governments. There's nothing much to fear when you can just change the laws if things don't go your way. And even Musk isn't going to out spend the province of Ontario.
