Did CS2 ever get “good enough” to warrant ditching CS1 for it?
Nope, the devs got screwed by Unity who promised them performance increases on fancy new features they were early adopters for but those never came. Performance is still terrible; not sure if it is still rendering every individual citizen's set of teeth but it was doing that at one point.

Both can be true. Unity has gone down the toilet a lot faster than most people predicted.
I know nothing about that game, but sometimes the tools suck big time, the companies who sell it are lying, and everyone is suffering from it.
There's also no steam workshop, you need to get mods through Paradox's website

How so?
For me it did not yet. I watch the discussion on steam and there is still not a whole lot of functional city simulation under the hood. Sure it looks fine, but i wanted a city simulation game, not a city painter
I uninstalled CS1 months ago. I can't go back.
