OP clearly is implying that a small penis is too big for China meaning the latter has even smaller one’s.
That's a possibility, but I don't think it's as certain as you suggest.
It could also be a dig on Chinese products being poor quality, in part due to CCP influence.
That would be silly though. Most high quality products come from China. The bad Chinese products are made for western companies demanding slop
