Not sure about tampons, but here’s a Canadian (Quebec) made cup in case it helps. https://fornix.ca/
My partner tried a diva cup, and it's unfortunately not for her.
For what it's worth, The fornix cup is very different than the diva cup, if she is interested in trying something different. Some people find disks much easier to use than a regular style cup.
Otherwise I don't know of any Canadian tampon brands.

I learned something new today. Well.ca sells Diva discs at $35 CAD, and Diva International is a Canadian company (Kitchener ON).
Cheaper, still Canadian, disc not a cup, and just think of all the disposable waste and recurring costs she’ll save.
Just make sure she boils in water it to sterilize in between. Or whatever the directions say.
