AOC represents people, not pretend to be an expert lol.

Congress people are supposed to be amateurs. That's why they have staff to help them understand the text of the legislation they vote on. They represent the peopl's interests (or are supposed to), and their staff help them with the understanding of the text. All that's required for being in congress is just ability to read.

Cabinet and other similar appointed positions are supposed to require skill and experience.

It doesn’t mean they have no skills. Just that the job doesn’t require a specific set of skills or knowledge, unlike a cabinet position.
