They do want that reaction. They're provoking normal people into violence to allow them to show an emergency and thus bring in the entire army
It's inevitable that it will happen. Whether someone wants it or not is irrelevant. If children are being kidnapped that's an appropriate response.

The thing is that lashing out to the lackeys doesn't change much. The empire doesn't care if they lose a bunch of stormtoopers, that is what they get hired for, it only cares if it loses a few emperors.
They're doing that anyway. Might as well make them suffer the violence that they are hoping for.
They don't need to do that, the army is already deployed. They can just make something up like they always do.
