You seem to be only thinking of the anti-vaxxers and the types of people who won't get vaccinated whatever happens.
I'm talking about the people who are just apprehensive, for whatever reason that may be. Getting angry with them isn't going to help anything.

Perhaps you meant to say “some doctors and scientists advised against vaccine mandates?” Because clearly many did support them.
