Literally telling people to be quiet about it.

No, not to be stupid about it. There's a difference.

Say it at the right time, at the right place.

‘Bullet spraying’ the same thing over and over again everywhere just dilutes the message, and it turns people off to listening to the message, and harms the causes the opinions are being expressed for.
