Sort of. It's originally Linux, but not GNU/Linux. And by now there is so much shit in the kernel that hadn't been upstream that they might as well be considered two different projects.
It is. You don't have root, though, which is a pretty distinctive separation between a default android and a default desktop or server Linux.
