Denmark had cut 46% by 2023

It took them 33 years to reach -46%. What makes them think they'll add another -24% in just 7 years?

How about the fact they put in much more effort now, compared to 33 years ago? Also technological advancement?

The council said the government's action plan showed that emissions would be cut "just about" 70% by 2030, but warned that uncertainty around the level of emissions in five years' time, in particular from agriculture and industry, caused some risk.

There is nothing in the linked article about "technological achievement"

Their Cow Fart tax doesn't come in until 2030, even then there is a carve out.

As of 2030, Danish livestock farmers will be taxed 300 kroner ($43) per ton of carbon dioxide equivalent in 2030. The tax will increase to 750 kroner ($108) by 2035. However, because of an income tax deduction of 60%, the actual cost per ton will start at 120 kroner ($17.3) and increase to 300 kroner by 2035.
