The vandalism on these is constant but something weird was up a few months ago. In a single night, nearly all these speed cameras across the city were broken into and had the cameras stolen. They've only gotten the replacements back recently and already they're getting knocked over.

There is a way to make drivers slow down. Narrow the road down, make it windier, plant trees close to the sides to make it feel tighter. Use the space to make protected bike lanes and a nice and safe place for pedestrians to be.
But administrations are still stuck on the ass-backwards mentality of slapping a low speed limit on a wide road that feels like you're driving on an airport runway and then get all stomping angry when people don't obey it.
I don't think they're getting angry about it. For them it's just easy money. If they really were getting pissy about speeding, they'd do exactly what you just suggested.
The people who get truly angry are all the drivers who rage at town halls about people speeding but also want to be able to park their vehicles everywhere and bitch that the roads aren’t wide enough because of the bicycle lanes.
Speed cameras do nothing to slow down drivers, they're cash grabs
Most speed cameras are either revenue-neutral or generate a small amount of revenue for the city.
