Remember that all of this is highly illegal. Congress is supposed to initiate all tariffs except in cases of "emergency". The Smoot Hawley Tariffs of 1930 that caused unemployment to reach 23.6% two years later and were smaller than Trump's tariffs were passed by congress (and named after 2 congressmen who initiated the bill) and merely signed by President Hoover.
