It's definitely the best. Human testing will always be the best method.

But, it's typically extremely unethical.

Definitely not the safest but the method that works.
I would not volunteer no matter how much I got paid though.
It is concerning the circumstances people had that made this seem like an option though.

I'd volunteer to breathe diesel exhaust. But I suspect I've been dropped on the head one too many times when I was a baby.
