The title needs to say it's only for the EU. 3rd party app stores for iOS are not coming to the rest of the world.

And for android you'd probably be able to get the APK, but I'm not sure how the in-app purchases will work outside of EU.

Would it be possible to VPN to an EU address and download? Or travel to the EU and download this software?

The short answer is “no”. According to Apple’s blog post on the DMA, you’d have to be living in the EU for all of this to work and if you travel outside the EU, everything would continue working for a while and then stop. They didn’t specify after how long things would break, though.
