I watched ARIA the animation, and yea, it's really good. I also finished NEW GAME!! Which is quite good, I like CGDCT in a workplace environment for a change (so not a school environment). Lastly I watched Yurumeitsu. Critics often say that nothing happens in CGDCT. The yuru mates really don't do shit basically. They sleep a lot. So yea pretty good, but nothing special. I started watching slow loop. Which is very comfy, they cuddle a lot.

In principle a skirt suit is just a suit for women that has a skirt instead of trousers. They may be cut in a variety of ways like closely following the body to accentuate shape or have more of a drape cut. Of course, in anime they usually like to draw the girls in a certain attractive way.
A variety of lapels exist, I just never saw one where the lapel is missing. I quickly searched skirt suit on images and saw an example of it. I guess as always women have much more choice in designs when it comes to clothes compared to men, and I was only aware of details in the male side of suiting.
I indeed like a dress on Kou-chan, I really liked when Rin put her in a dress. Temporarily putting tomboys in dresses is a bit of anime guilty pleasure of mine, I have to admit.
