Plus you have deterrance weapons like the F22. It hasn't actually killed anyone, because no one has challenged it. That sort of weapon can keep wars from starting, since they're less likely to win.
Unfortunately it also makes replacement parts more expensive, but higher costs for both make the repairs hourly rate less comparatively. Combining from donor units will be more useful though.

Wouldn't that monitoring need to be really close to the house? Otherwise I'd think the capacitance of the lines would even out any tiny profile surges. So I think it'd need to be in the power meter. I'd think you could verify or rule that out pretty quickly by looking if the hardware is capable of that sort of tracking.
