This is what makes people apathetic in voting because it feels like they make promises they have no intention on keeping. Harris supports codifying abortion and I'm all fucking here for it but she has no power to get that through congress, only to talk it up and not veto it.
While that is true, it's also not true. There are more times a president has communicated a plan with guidance and it never went anywhere.
Biden promised minimum wage increases and student loan forgiveness. Neither have happened and not because he hasn't tried but because he is relatively powerless to actually make that happen.
