Is it not common sense that if we pool our money together to cover accidents then the people who are more prone to accidents, therefore pulling more money out of the pool than others, should be contributing more? How do people think rates are calculated?

I'm going out on a limb and saying the approval ratings mean nothing. Some old guy told you he was going to dismantle the government, pick fights with other countries and has a positive rating but it goes negative when he does it? Either the approval ratings are BS or the people rating are idiots. Either way, that would mean the approval ratings are completely useless as a metric.
