Interesting. Is there a history of this phenomena? Does free ridership have a tendency to stagnate a system? I don't have anything against free transit, but I do worry that it can devalue it. I am definitely not the target audience, so it is hard to have a definitive opinion.

Isn't this the standard practice of corporate raiders where they will buy a company strip it of all its value and then bankrupt it and leave? It seems like this should be extremely illegal.

I haven't had a problem with them, because it seems easy enough to go over them at around 25 miles per hour. 25 mph is the speed limit and all these neighborhoods. I'm sure there are situations where it becomes very annoying. I'm more curious about what the snow plows are going to do with them.
If the only major argument is that soda is the cheapest and there's not a cheaper alternative then that further justifies this bill in my opinion. It's hard to predict the future, but prices and behaviors would have to change if there were no cheap alternatives. Of course there's no guarantee that unscrupulous healthy beverages wouldn't go up in price, but that seems unlikely.
