First the Netherlands are a much smaller country compared to Germany in both size and inhabitants.
Second the Netherlands only decriminalized possession of weed for personal use, which is different from legalisation. Afaik you can buy weed at the coffee shop without arrest but the shops have to literally buy it from the black market.

No, most schools I knew through friends or after school clubs where 3+ floors. I guess single floor schools would have seemed odd to me because everything is so far apart.

I go with a literal definition. Being able to identify the thought of a random stranger without calibration or them focussing on one specific thought.
Don't get me wrong, this is great for people who are unable to communicate otherwise. But in the end it is still an interpretation and therefore not error-proof.
