I haven't tried it, but it looks like nvidia-smi can do this. Look for -lgc (--lock-gpu-clocks) and -lmc (--lock-memory-clocks).

Yeah, there should be a list of blocked users after the list of blocked communities. If I recall, I have had to swipe the app away and re-open it before I see updates to the blocklist.

Do you at least see the section for blocked users?

I noticed that I can't scroll through the blocklist if I start where the communities are listed (the red X in the picture). If I start on the left side (blue square), I can scroll without any issues. Does this work for you?

A bug in the most recent release of rEFInd prevents the default showtools list from being cleared out.

You might be able to build it from the latest source to obtain a patched version. I don't use rEFInd, so unfortunately I can't be of much more help.
