Socialist policies, at least in Europe, are funded by progressive taxes on the wealthy.

If the richest people in a given country flee, the fall in income tax revenues will directly impact the country’s ability to offer social services.

I did not say monetary value was art’s only worth. However art that hangs in a museum got there because of its value. This is true across history and across cultures
