Personally, I think the shoulder bars fit the theme of the imperial uniforms better, but the epaulettes have much more of a dramatic flair. Though if I had to pick, I'd vote shoulder bars.

The lack of pupil and therefore the inability to really see where he is looking I think added a layer of intimidation that the canon depiction is missing.

I'd post a link to her info, but I'd like to avoid utterly doxxing myself. I'll pm folks if you ask. She described this uniform as Thrawn in the First Order, which was very cool.
