It's a Moorish Science Temple greeting. Black sovcits are often from this branch of sovcittery, who are a wild ride even for the ones who aren't sovcits. Similar to the Hoteps or Black Hebrew Israelites. Quite a few sovcits are black.

I'm guessing something like "good morning", assuming the "Ra" refers to the Egyptian sun god.
Looks like it's some spiritual woowoo bullshit, means the same thing as good morning but you're supposed to reflect on the rising of another day and the opportunities it brings and whatever else. The spelling is just a weird way to spell rising, NGL every post I found spelling Ra'sing was an African American content creator on tik tok or YouTube
