What ridiculous amount of crime are you alluding to? It's been going down over the past several decades, not up.
But if you must call for more of something, why not just call for more boots on the ground in those minority neighborhoods? That always turns out well.
And why would you assume a surveillance panopticon would only be used for good purposes?

I don't doubt hate crimes are increasing,
I do doubt that crime in general is increasing. I do doubt that intensive and automated surveillance is anywhere remotely close to helpful. I do doubt that relying on law enforcement, which is usually on the side of the hateful, are the right custodians of mass surveillance, let alone given discretion to use violence in response to it.
