There is no situation where a transition of power can be planned to the extent you wish, even when other governments plan it with the best of intentions. It will always carry risk. The risk that things could be worse shouldn't stop the people from trying when an illegitimate gov is not operating in the people's best interest.

Right, but they should have some plan in mind instead of just hoping that the next group of people who take power will be kinder to them. With no plan at all it's pretty much guaranteed that a nefarious party will take over.

A plan may not go perfectly, but it's at least a plan, and not just hoping that everything turns out all right with no effort put towards it.
