People living in London are getting support to update their vehicles. The issue is people in the boroughs surrounding London who's councils are trying to fight it rather than solve the issue by helping the residents they're responsible for.

I don't understand it isn't it just an extension of the congestion charge? I'm kind of confused why they're upset about this but not the congestion charge.

Because the congestion charge came in when politics was relatively stable in this country and social media and dodgy news channels like Gbeebies and Talk TV hadn't turned everything into an "us Vs them, they're out to get you and your way of life" outrage. Back then you could agree that something may be for the best even though it may mean you have to adapt a bit.
