That causes safety, not traffic. The most dangerous maneuver you can perform on the road is a lane change and driving in the right lane forces lane changes upon you as people entering the highway are constantly doing it to you.
It's also illegal in at least some places, but it is both common and typical for traffic laws to be out of sync with safety.
