Maybe with a mod, but not natively. The characters have a ton of incidental dialogue specific to levels, Valve wouldn't just add the other game's characters into the other game, you'd lose a lot of dialog charm.

Ah damn, yeah then I'd be playing both 1&2, not 1's levels in 2.
