I'd be shocked if the Kremlin isn't behind this move. Putin wants his puppet Trump elected so he can continue his barbaric land grab in Eastern Europe. Anything to make Biden look bad.

Well this war did drive funding and attention away from his war, also may assist in getting favourable leaders elected.
