That is a "pet me" look.

My cat used to do the same to me.

I dunno. When I catch my cat staring, she’s usually either just watching or she’s feeling like she might start creeping up on me when I turn away—like she loves playing red light/green light. When my cat wants pets, she’ll jam her face into me and walk back and forth in front of me meowing.
