So the order in which they appear indicates a preference for one (the first one) but the second is also one that's acceptable?

Also, why not just go with the preferred one and skip the one that's just kind of tolerated?

I'm a cis he/they user. I find gendered language, especially in work contexts, pretty loaded and can be uncomfortable and prefer to use they pronouns out-going and incoming as much as possible but if people say "he/him" it doesn't upset me.

That's very much up to the person. It's also not always true that people have a preference... I personally do but I also know people who genuinely don't care which is used as long as it's one of the listed ones.

For me personally, I'm very masc presenting so while I prefer they/them... He/him is tolerated and pretty expected so I don't discount people for using it.
