Where commanders start the game/live when they're not in another usual game zone.
It's for commander. A 4 player game mode where everybody has a commander, which isn't in the rest of your deck but in the command zone.
Oh, so this card isn't part of the usual Magic the Gathering? This is part of a different variation of that?
It's not the first time they've referenced Commander-specific things.
In this case the ability just won't do anything, it'll just have the tap/untap part
