It's a map of Europe, and Europe has better copyright law than the U.S.

So, yhe joke, was that you can try to copyright the joke, but you'll have to sue in Europe, and you will lose bcz they won't enforce your copyright on the joke.

I feel like this is somehow a very politicial meme by including a majority of Russia and all of Ukraine, but only calling it Europe.

No. Only a small part of Turkey is in Europe.
