CT Foodshare does good work. If you can't help financially, consider volunteering at a local food bank. Mass has almost double the population of CT and NY obviously more than that. While more money to aid those that are food insecure is great, $30 mil seems excessive on a per capita basis.

I would guess that $30 mil doesn't cover all the need in those states.

I would guess that's accurate. It would be great to be able to help more people. Implementing a UBI would go far too,but that seems unlikely in these times
