They wanted the smart people to be in charge, President Camacho even resigned when he realized Joe was more qualified as a leader than him.
Idiocracy is a terrible comparison to the shit show we're actually living in.
Gotta love that the biggest plot hole of "world of idiots" is that they weren't complete idiots. At the very least it shows that stupid people who have empathy are still better than people of average intelligence with zero empathy.
