This is one benefit of an authoritarian regime - they have had laws mandating electric buses and motorcycles in at least Shenzhen for over five years now (last time I was there) and I'm sure other large cities too. There was a strict limit on the number of cars allowed to be registered for travel inside the city too.

This gave them a huge boost for their own battery based vehicle industry. It's also heavily subsidised.

Yes exactly. I too have seen Shenzhen, and as recently as last year. The clean air, the silence - I knew what to expect but was still blown away by the experience.

The worry IMO is that all this was planned under the collegiate form of authoritarianism. Now they're moving to one-man rule and history shows that this almost never ends well. But I'm getting off topic.
