What do they mean with "diversity of opinions"?

Cause that is usually a dog whistle for racist shit.

Are they going to force Netflix to also spread opinions they don't want to spread? Cause that sounds quite autocratic.

They are talking about a US monopoly on media delivery and by extension censorship. This is a very valid concern considering how Musk and Zuckerberg are buddies with Trump. Basically they want to prevent US election interference. Just yesterday there were articles about Zohran Mamdani (NYC mayoral candidate) being temporarily banned from Instagram for not having political opinions that serve US interests.

They are selling it as a way to boost local media (movie production) companies, but its pretty clear to me that its related to the US trade war.
