The dialog is displayed when the streamer clicked the Zone/Expand allowed area.
The streamer has many areas (by using Area Unlocker by fluffy). In the pawn dialog, there is only 4 or 5 areas (not locked in the screenshot).
I couldn't find relevant mods from the list provided by the streamer.
Gonna go out on a limb and say it's probably from the "Zombieland" mod, given that it has a filter talking about zombies specifically.
I also think so. On the other hand I also think that the mod in question has integration for zombieland.
I did try to search with the phrase but couldn't find it.
