It's a file uploader, perhaps some communities here are using it.
It is based on open source software formerly called "LoliSafe" which was very.. questionably themed, now called chibisafe and less questionably themed. guarantee there's some dodgy stuff uploaded there based on the name and the fact it's an anonymous uploader so perhaps your filtering is being cautious.
Damn, LoliSafe sounds questionable regardless of context.
Better than calling it lolibox. A terrible reference for the degenerates out there.
