Imo, 4 10s is a great schedule. The talks about 4 day work weeks focus all on salary workers, and leaves how the hourly working stiffs who deserve it just as much. Everyone I know thinks 4 10s are the dream. Since with manufacturing and warehouse work, it needs to get done. And there's barely any downtime to cut out. 4 10s are a great compromise.

I'm not introducing any goal posts. These are things assumable with common sense. "If a metric becomes a goal, it ceases to be a metric" applies in such case. For progress, the only thing that matters is the total amount going down---neither per km area nor per capita have any value in measuring meaningful progress. But they could provide a good snapshot of present impact of each country.
Per capita is a better snapshot because it measures impact of a citizen in the country. Per landmass isn't great because it ignores countries with outsized impacts.
Most other 'crimes' aren't really crimes.
White collar crimes are absolutely crimes, and not punished severely enough. They often create larger amounts of indirect hurt than a typical robbery, with less penalty.
incarceration
Incarceration is a necessary step, even for rehabilitation based systems, in the case of violent crimes. You need to remove the people from the situations that caused them to be like that, and prevent them from hurting others in the process of rehabilitation.
Not everyone is capable of going through rehabilitation either, and you need some method to keep them removed from society.
