As mentioned using a metonym makes the article more engaging by avoiding repetition. But I want to point out that it is often not the Capital per se that is being referenced but the city parliament is seated in.

For instance, the Netherlands' parliament is based out of The Hague, so it would be odd to reference to Amsterdam (the capital) when referencing it's government as there is no clear link with that city. Similarly, you don't often see London referenced in this regard, more likely Westminster, an area within London.

That's actually getting close to the amount some of the worse countries in Europe give.

Wrong. Statutory paternity leave in most European countries is less than a month, with a minimum of 2 weeks or 10 working days mandated by the EU. Of course companies may decide to give you more, but that highly depends on your place of work and thus is not a fair source of comparison.

Source: just came from 14 working days of pat leave and am European. My friend who works for a different company got 2 months, part of which he's able to take at a later date (not immediately after child birth) if he so chooses.

Got a cheap one from (I think) IKEA. I prefer it as it catches most of the water when coming out of the shower. I know I can dry myself fully in the shower, but I find that's cramped.
