It is not just about copying technology, but also about systems. If you are smart, you can see what worked for other countries in the past and copy that. South Korea and Taiwan basically copied Japans approach to development and now China copies that approach as well. Modified, but they know it works.
Paris - Berlin is 1h50min by plane and the direct train takes 8h17min using the direct train. For security checks you can add about 3h to the flight and a bit more as the train stations are probably close to the destination.
The main problem is a lack of hsr track in Germany. If that would be fixed, then trains would be faster then planes in practical terms. Paris - Marseille happens to be only a bit shorter and it is much faster in a train.
Mostly international cooperation on developing weapon systems. F-35, NASAMS, naval strike missile, RIM-116 and some Abrams parts fall under that. It gurantees international customers and lowers US development costs. Sometimes the US likes a foreign weapon systems and buys some. That is rarer though.

The eye-wateringly expensive Trans Mountain pipeline was only completed by Canadian taxpayers shelling out $34 billion, of which the public will likely be out of pocket over $18 billion even if it is finally sold to private investors.
That is the sort of money needed to bring to start a high speed rail system, which would very likely have better long term results.
Would be an option. Another really good one would be a reform of the election system. It is insane that Labour got 2/3 of the seats in parliament with only 1/3 of the votes. Even worse with Reform polling at about 1/3 of the votes right now.
