I agree that it should not be the goal for any modern civilization to copy Rome. They were not a just society, they had slavery for starters, but Roman citizens enjoyed a lot of personal liberty. This is it IMHO, as long as the problems pile up (or get made up) and don't get solved by police, they're allowed to spend more and more public money on armored vehicles and other crap that doesn't help the community. This spending is what allows them to be both incompetent and wasteful or downright dangerous. "Follow the money"; who earns from all this?
