It's not. The 90s was basically ruled by the east. A good chunk of the 80s too. These things go in waves.
For that matter I don't know if you remember but Miami had a pretty damn good run recently too
The Bulls ruled the 90s but, 7 of the top 10 teams as far as wins go where in the west.
Between the 1989-90 and 1998-99 seasons.
I was going to mention the Bulls, but it kind of goes without saying that they were different.
