This is interesting because the game got the license from Topps who made the original concept as trading cards which were then later adapted to make the film. So they don't actually have the rights to anything unique to the Tim Burton movie.
I wonder if making it fan impersonations somehow gets around that.
This seems more like a PR/engagement move.
I will add that the developer seems rather savvy in terms of pre-release promotion, their videos always get a lot of views and engagement.
I fear Actors' Equity sticking their noses into it. Thanks for the info about the licensing, I didn't know Topps is still around!
